• Aim of law is to improve the health of Americans by encouraging "Meaningful Use of Electronic Medical Records"

• Established Office of the National Coordinator (ONC)

• Uses existing payment structures of CMS

• Final rule for Stage 1 on July 13, 2010

• Incent until 2015 ($2 million base for hospitals/$44,000 for each provider)

• Penalize after 2015

• Unique regulations for each venue
